Bids are hereby invited for the appointment of a service provider to conduct the mid-term review of the national strategic plan for HIV, TB, and STIS 2023 – 2028. Scope of Work: The service providers will undertake the following pieces of work, grounded in human rights and participatory approaches encompassing national, provincial, district, and community-level assessment, covering the following domains: Epidemiological Analysis: • Review recent HIV, TB, and STI burden trends using the following (but not limited to) data sources and reports, the District Health Information System (DHIS), Thembisa HIV Estimates, National Health Laboratory Services (NHLS), National Institute of Communicable Diseases (NICD), the 6th SA National HIV Prevalence, Incidence, Behaviour and Communication Survey (SABSSMV1) (2022) and 1st SA National Gender Based Violence Survey (2022) Human Science Research Council (HSRC), Intersections of Violence Against Women and Children: Disrupting Intergenerational Harm (Child Gauge 2025) and programme data; • Analyse incidence, prevalence, mortality, Viral load testing uptake and gaps, viral suppression, ART disengagement trends, ART retention, TB Testing trends, TB treatment outcomes, STI case notification, STI treatment outcomes, and STI index partner referrals; • Assess geographical and population disparities, including key and vulnerable population groups. Programmatic Performance: • Evaluation of biomedical interventions: prevention, ART, TB diagnostics, TB preventive therapy, drug-resistant TB, STI screening and treatment, Pre-Exposure Prophylaxis (PrEP), Voluntary Medical Male Circumcision (VMMC), condoms, HIV self testing, and Prevention of Vertical Transmission of HIV; • Review behavioural and social interventions, including Social and Behaviour Change Communication (SBCC), community mobilisation, and demand creation; • Assess the structural and social interventions, efforts to address human rights, gender inequality, gender-based violence, poverty, and harmful social norms and practices, as well as availability and usage of tools to address treatment literacy and U=U information gaps. Governance, Policy, and Coordination: • Review effectiveness of SANAC governance structures (Programme Review Committee (PRC), Technical Task Teams (TTTs), Technical Working Groups (TWGs), Civil Society Forum, Country Coordinating Mechanism (CCM); • Intergovernmental alignment between national, provincial, and district AIDS councils; • Effectiveness of M&E, reporting, accountability, and decision-making systems; • Assessment of policy implementation, bottlenecks, and enabling environment. Health Systems Strengthening: • Human resources for health and workload distribution; • Laboratory capacity, turnaround times, and commodity security; • Supply chain performance, stock-outs, and distribution challenges; • Integration of services, including HIV/TB/STI co-management; • Digital health systems, data quality, and surveillance capacity; • Infrastructure adequacy and service delivery models. Community Systems Strengthening: • Role of civil society sectors in NSP implementation; • Community-led monitoring, advocacy, demand creation, and accountability; • Engagement of key populations and PLHIV networks; • Stigma, discrimination, and rights-based barriers to access. Financing and Resource Mobilisation: • Review budget allocations, expenditures, donor contributions, and financing gaps; • Efficiency and cost-effectiveness of investments; • Alignment of financial flows with NSP priorities; • Sustainability analysis and risk assessment.
