Extension of Closing Date: Quotations are hereby invited for the appointment of ticketing/transport/finance expects for the development of Automated Fare Collection (AFC) for Passenger Rail Agency of South Africa (PRASA). Scope of Work: The successful bidder will be expected to cover the following stages of the project: • Inception stage to develop an inception report to align the scope and programme including the identification of key stakeholder that might have an impact on the study and during implementation and operation of the system. Review all the documentation and studies to date; • Engaging relevant stakeholders at different stages of the study; • Undertake a due diligence with a review of the nature of the existing system/s and their problems and outline the new system needs in the light of PRASA’s business requirements, including any operational and legal constraints associated with the existing system; • Undertake a financial due diligence including: - A review of current revenues of PRASA both from its commuter and long distance rail services and the bus services offered by Autopax; - Review of the current levels of fare evasion in the system and the relationship between current fare collection arrangements and current levels of revenue collection; - Undertake a financial appraisal of costs against immediate and longer-term benefits of the introduction of AFC. - Review and benchmark a range of ticketing systems, system specifications and operational requirements and report on their suitability in the light of PRASA’s requirements; • Undertake an international benchmarking and develop technology options and recommend the preferred technology; • Advise on operational requirements, funding options and legal requirements for the introduction of a recommended system and noting the financial and economic costs and benefits thereof to PRASA; • Investigate a preferred technology platform; • Advice on the implementation plan for the procurement and roll out of the system. United Nations Headquarters is seeking information regarding the provision of Long Term Air Charter Services, on-call/Stand by Service for one (1) or multiple fixed-wing Jet aircraft for a period of one (1) year plus two (2) optional one (1) year period each, in support of United Nations Global operations, which could be activated for short term (home base), medium term (temporary away from home base) or for long term with base in one of the countries serviced by United Nations Missions in Africa, Middle East or South America: Provision of Air Transportation Service for one (1) or multiple fixed-wing Jet aircraft in support of United Nations Peacekeeping Missions. The operator shall provide logistic operations such as transportation of passengers and/or cargo point-to-point operations, operating day and night under VFR/IFR capability. The Aircraft may need to be available 24/7. When needed the operator may also be required (if capable) to undertake other types of services which may include general emergency evacuation with or without an AMET Team. Aircraft Configurations: Fixed-wing: - Fixed Wing Jet Aircraft must be capable to perform missions for a minimum of 35 adult passengers (85kg each) with 20kg of personal luggage each on passenger configuration; - Fixed Wing Aircraft must be able to transport a payload of at least 4,500kg without refueling at a distance of 1500 NM; - Aircraft must be able to be reconfigured from passenger to cargo to general stretcher evacuation configuration or vice-versa in less than one hour; - Trained, Type Rated and licensed Flight Crew including Maintenance Team; - Carriage of Dangerous goods is preferred. All dangerous goods transported by air must be carried in compliance with ICAO Doc 9284, (if applicable); - The Air Operators are required to be self-sufficient when tasked outside the Main Operating Base; - Air Operators are required to have the back-office capability to secure and pay for their own landing permits, ground handling, aviation fuel and crew accommodation, meals and transportation and any other operational costs; - No Safety concerns from ICAO or EU on the Air Operators or relevant Civil Aviation Authorities granting AOC. Expressions of Interest are hereby invited for the Provision of Armored 4x4 vehicles including after-sales support services. The required armoured vehicles will comprise of the following 3 categories: (a) VIP and General-Purpose Sport Utility Vehicle (SUV) 4x4 for a minimum of five passengers with a payload of no less than 550 kg, upgraded suspension system to accommodate the additional weight of the armouring, and all off-road weather performance, combined with good highway characteristics. The vehicle must be certified to a minimum VR7 armouring protection level according to VPAM-BRV 2009 - Edition 3 - 2021 (VR7) or an equal protection level standard. The side, roof, and floor must also be certified to VPAM ERV 2009 - Edition 3 - 2021 (Side blast), VPAM ERV 2009 - Edition 3 - 2021 (DM51 blast), and VPAM ERV 2009 - Edition 3 - 2021 (DM31 blast), respectively, or to equal protection level standards. (b) Passenger-carrying vehicle 4x4 with a seating capacity of 10 - 12 passengers, including the driver, with upgraded front and rear suspensions to accommodate the additional weight of the armouring and all-weather off-road performance, combined with good highway characteristics. The vehicle must be certified to a minimum VR7 armouring protection level according to VPAM-BRV 2009 - Edition 3 - 2021 (VR7) or an equal protection level standard. The side, roof, and floor must also be certified to VPAM ERV 2009 - Edition 3 - 2021 (Side blast), VPAM ERV 2009 - Edition 3 - 2021 (DM51 blast), and VPAM ERV 2009 - Edition 3 - 2021 (DM31 blast), respectively, or to equal protection level standards. Draw bar trailers (Turntable type), for cargo, fuel and water with payloads between 10-18 tons. (c) Ambulances for emergency medical care to accommodate an emergency medical technician /paramedic and two litter patients, so positioned that the primary patient can be given intensive life-support during transit; equipment and supplies for emergency care at the scene, as well as during transport; and necessary equipment for light rescue/extrication procedures. The Ambulance must be fully armoured and certified in compliance with EN 1063, 1522, 1523 –CEN B6 ballistic level in all transparent and opaque areas, or a similar protection level specified by a recognized standard.
