The services will provide the look-up capability to discover meta-data about IP addresses to assist the BBC in protecting content on its online services, targeting its online products including BBC iPlayer, and for other related purposes. The services will be fit-for-purpose and cost-effective with unlimited capability at a fixed price. If a software application is relevant, the BBC is open to procuring a perpetual licence. The supplier must show that its services are being used successfully by broadcast/media customers for content protection and targeting in consumer products comparable to BBC iPlayer. The services should provide a smooth and timely transition from the BBC"s existing supplier.
IP Address Meta-data Services — Location

The services will provide the look-up capability to discover meta-data about IP addresses, including geographical location, in order to assist the BBC in protecting content on its online services, targeting its online products including BBC iPlayer, and for other related purposes, at the BBC"s discretion.
If a licensed software application(s) is relevant to the supplier"s services, the BBC is open to procuring a perpetual licence(s).
IP Address Meta-data Services — Circumvention
The services will provide the look-up capability to discover meta-data about IP addresses that are associated with virtual private networks and/or other services which aim to avoid or circumvent the IP addresses of end users including, if possible, the identities of such IP circumvention services. The services are required in order to assist the BBC in detecting attempts by end users to access BBC content and services via IP circumvention services, and in protecting content on its online services, targeting its online products including BBC iPlayer, and for other related purposes, at the BBC"s discretion.
