Proposals are hereby invited for the following: Technical Expertise Partnership: Stakeholder Engagement supporting the integration of holistic skills development in education systems. Scope of work: SCSA’s approach to advocating for and fostering shifts towards the implementation of holistic skills development in education systems prioritises building a broad movement of supporters, building consensus on the issues, and raising voices to create change. SCSA aim to build strong partnerships with stakeholders and Civil Society Organisations, building networks of education experts, to create a strong push towards bridging the skills gap in education, grounded in research and evidence. It is against the background and project description that SCSA seeks to partner with a consultant in a technical expertise role for stakeholder engagement for the duration of 10 months (November 2023 – August 2024). Therefore, work may include, but is not limited to, setting up a reference group to develop the direction of the stakeholder grouping, on boarding a broader range of stakeholders after stakeholder mapping, develop a strategy for advocacy and support the development of advocacy products and events. The consultant will be expected to carry out the following responsibilities: • Consultant will design and monitor the relevant indicators for this work to measure the changes over time, e.g. behavioural indicators; • Consultant will be expected to understand the terms of reference and scope of work on the commissioned Collective Impact Initiative supporting the integration of holistic skills development in education systems; • Consultant will be expected to design and implement a plan for stakeholder engagement that will be necessary to carry out the assignment and making sure that the results are well aligned to the project objectives and outcomes for SCSA; • Consultant will have to assemble a team of qualified knowledgeable and skilled staff to undertake the assignment and deliver on the expectations and specified deliverables; • Meetings will have to be scheduled between SCSA and the consultant throughout the project phases to present the approach and methodology of the assignment and as well as to provide update and progress in line with the approved research work plan; • Consultant will provide technical support were necessary while delivering on the mentioned assignment, they will involve SCSA team and work with the relevant SCSA teams. Purpose of the consultancy: SCSA will seek to leverage its experience and relationship to play this convening role, set the agenda, and drive change. As SCSA enters the last year to the advocacy project it is key to start building towards sustainability of advocacy efforts. SCSA found existing stakeholder engagement platforms for knowledge exchange to be too specific or too general to get traction for breadth of skills advocacy. A specific stakeholder groups is needed to bring stakeholders together who will provide the required traction for the breadth of skills agenda for two reasons: i. To influence attitudes and behaviour of stakeholders and elevate the breadth of skills agenda and ensure sustainability of the initiative. The intention would be for the stakeholder group to carry on with advocating for breadth of skills after the SCSA advocacy project concludes and in this way ensure sustainability. Output: Attitude and behaviour shifts in individuals in the stakeholder group to take on breadth of skills as an area of advocacy in their organisations; ii. To bring stakeholders together to join voices for knowledge exchange and increased demand for breadth of skills inclusion and implementation in education systems. Output: Joint advocacy events (e.g. policy dialogues, webinars) and dissemination of advocacy products (e.g. policy briefs, Opinion pieces). SCSA, in line with the details provided of the commissioned collective impact initiative, would expect the consultant to provide pathways on the methodology relevant to the task. The approach and methodology need to be included in the proposal to SCSA. The methodology should bring about the change as outlined in the two points to move the breadth of skills advocacy forward, particularly that education systems should prepare learners for the future.
