Addendum: Amendment to tender document: Tenders are hereby invited for the appointment of a service provider to conduct organisational culture to the Community Schemes Ombud Service (CSOS) for a period of one (1) year. Scope: • The Service Provider is expected to carry out an independent and comprehensive culture survey within the CSOS spanning across its Regions and Satellite Offices; • The survey will be conducted for a total number of 194 employees as at the end of 30 June 2023 and average of 70% will be sampled on-line and may include physical (paper and pencil) if necessary. The survey is required to measure organisational culture, employee engagement & satisfaction, and employee experience in terms of human capital value add; • Elicit feedback from employees on the effectiveness of various Human Capital practices, policies, people management and overall organizational leadership and culture; • The measurement process should include data to gain an understanding of the current organizational landscape compared to the ideal culture as described by leadership, clearly indicate gaps, and identify areas for priority development areas within the CSOS. The Service Provider will amongst others do the following, include but not limited to: • Design an organization-wide culture survey questionnaire; • Conduct an organization wide current culture survey that will include on-line data collection as well as the option to collect data manually (pencil and paper) where possible; • Conduct a vision culture survey with leadership to describe the ideal culture and implement change management strategies; • Demonstrate that it has an intimate understanding of relationship management and be willing to tailor-make and customise a training workshop to suit the needs of CSOS. - Produce an organisational culture report that: • Articulates an overall organisational report as well as the report for each regional, and satellite offices, as well as a report for each portfolio; • Captures the prevailing culture of the CSOS, i.e., job satisfaction, management, and leadership, learning and development, rewards, and recognition, working conditions, communication structures; • Determine the gap between the prevailing culture and the ideal culture. • Propose interventions to close the gaps; • The survey to ascertain readiness for the technology shift; • Development of Leadership and propose the Leadership Model/Framework; • Provide overall data as well as sub-group data revealing sub-cultures and countercultures focusing on identifying leverage points; • Prioritise these interventions and propose the implementation plan; • Present the culture survey report to Human Capital, Manco, Organised Labour EXCO/Board, and other governance structures for “buy in” and sign off.
