Proposals are requested from service providers that have the relevant experience in the preparation of Annual Financial Statements to submit their proposals for the Quality Review of GRAP Annual Financial Statements for the year ended 30 June 2023. Objectives of the project: The purpose of the project is to ensure that the Municipality complies with section 126 (1)(a) of the Municipal Finance Management Act and GRAP standards in relation to the preparation of annual financial statements, ensure that all audit queries that were raised by the Auditor General relating to annual financial statements in 2021/2022 financial year are addressed. Scope of work: Review of AFS in order to ensure GRAP compliant Annual Financial Statements are credible: 1. Detailed technical review of the annual financial statements in line with GRAP on the components as set out in GRAP 1: - Statement of Financial Position, - Statement of Financial Performance, - Statement of Changes in Net Assets, - Segment reporting in line with GRAP 18, - Notes to the annual financial statements, 2. Additional Disclosures as per MFMA, 3. Review of the accounting policies and ensure full compliance with GRAP, and consistency with prior year or appropriate changes, 4. Review the disclosure standards not yet effective per GRAP standards applicable to the municipality, 5. Review the Cash flow calculations, 6. Review management report to ensure that findings from AG are corrected, 7. Recommend improvements to the presentation and disclosure of the financial statements, 8. Evaluate management comments and confirm whether findings were addressed as per draft report issued, 9. Issue a final report with management comments and final comments.
