      Raisons de la décision d"adjudication: Après évaluation de tous les critères d"adjudication conformément au cahier des charges (critères de qualité et de prix),le soumissionnaire vainqueur a obtenu le nombre maximum de points par rapport aux autres offres. L’offre du soumissionnaire gagnant a convaincu surtout dans les points suivants - L’équipe de mise en œuvre du projet dispose d’une très bonne connaissance du contexte nigérien et de la sous-région. - La proposition de résultats et d’activités complémentaires très pertinentes pour la réalisation de la théorie de changement du programme. - Une bonne prise en compte du genre et du LNOB. - Une offre financière avantageuse pour la phase préparatoire et la phase 1.

      Indication des voies de recours: Il s’agit d’un marché public conformément à l’annexe 5, ch. 1, let. d, LMP. Les décisions relatives à ces marchés ne sont pas sujettes à recours.

      Le contrat est conclu sous réserve de l’approbation des crédits par le DFAE. L’adjudicateur se réserve la possibilité d’attribuer des mandats de suivi aux adjudicataires du présent appel d’offres dès lors qu’un changement de soumissionnaire pour des prestations destinées à remplacer, à compléter ou à accroître des prestations déjà fournies n’est pas possible pour des raisons économiques ou techniques ou entraînerait des difficultés importantes ou une augmentation substantielle des coûts.
