        The Embassy of Sweden in Maputo, Mozambique (hereinafter called the Embassy) has decided to procure the services of a Security Company (hereinafter called the contractor) to provide security services on a framework basis. The Embassy intends to initiate negotiations with one or more of the tenderers which will result into the signing of a Framework Agreement with a well-established security company. The Embassy needs a secure environment to conduct its missions. Under this performance-based contract the Embassy’s chancellery requires the operations and management of professional security services from a qualified security company to prevent unauthorized access, protect life and assets, maintain order and prevent criminal attacks against employees and property.

      4. Description of the procurement:

        1) The control of access to the Embassy premises by visitors;

        2) The surveillance and patrolling of the Embassy premises with a view to avoiding any intrusion and attack on persons and/or their belongings;

        3) The provision of a central alarm monitoring system with panic buttons monitored at a control centre for selected premises;

        4) The provision of an armed quick reaction team with a guaranteed response time of less than 15 minutes after activation of the panic button system;

        5) The provision of road rescue services;

        6) The detection of bombs, incendiary devices and firearms;

        7) The supply or lease of security equipment e.g. radio equipment;

        8) Execution of security audits regarding new sites and advice on existing ones;

        9) Communication of security alerts and updates on the security situations in the country;

        10) The provision of additional services as may be requested by the Embassy (e.g. additional guards during functions, escorts for up-country missions or canine units).
