Consulting Services for the Supervision of Construction of the Rehabilitation and Widening of the M1 Road in Four Sections
Provision of supervision services comprising a Chief Resident Engineer/ Project Manager, and four teams, one for each of the four sections. Each team comprising a Resident Engineer, an Assistant Resident Engineer, a Materials Engineer, a Measurement Engineer, a Surveyor, a Traffic Manager/Road Safety Engineer, a Safety, Health and Environmental Officer, a number of inspectors; and a number of materials technicians. Bridge Engineers are required for two of the teams.
The Construction Works are divided into four LOTS, and the resident supervision team for each LOT will be based on that LOT. The Project Manager/ Chief RE will be based in Lilongwe.
The consultancy services were procured through the responses to the Request for Expressions of Interest from which a short-list of qualified consultants was invited to submit detailed technical and financial proposals. All qualified consultants were included in the short list and invited to make a full technical and financial proposal.
The proposals received were evaluated, firstly technically, and thereafter the financial proposals of those consultants whose technical proposals achieved the required minimum score (75%) were checked and corrected where necessary. Final recommendation was based on an assessment of both technical and financial scores with a weighting application of 20 % to the financial score and 80 % to the technical score.
The Consultant which submitted the most economically beneficial proposal was invited to negotiation and awarded the contract for the services.
