Provision of Consultancy Services to Support the EIB Complaints Mechanism
The EIB aims to award Framework Agreements for the provision of consultancy services to support the EIB complaints mechanism concerning the following 2 lots:
— Lot 1: Project appraisal and implementation (Multiple Framework Agreements (FA), with reopening of competition, with at least 2 and up to 5 tenderers, provided a sufficient number of admissible tenders has been received),
— Lot 2: Assistance in case handling (Multiple Framework Agreements (FA), with reopening of competition, with at least 2 and up to 5 tenderers, provided a sufficient number of admissible tenders has been received).
Project Appraisal and Implementation
The services will be provided mainly but not exclusively from the offices of the service providers, with meetings to be held at EIB headquarters in Luxembourg, if required.
The future service providers will be required to provide specialized consultancy services in relation to the following domains: (at least)
— energy (e.g. hydropower; coal and gas fired power plants; solar and wind; gas storage and pipelines),
— manufacturing and industry,
— infrastructure and transport,
— water and waste management (e.g. waste water treatment plants, landfills),
— health and education,
— natural resources and agroindustry,
— ICT and e-Economy.
Particular emphasis is placed on demonstrated experience in assessment of environmental and/or social impacts of the above sectors, which would include the following tasks:
— assessment of relevant environmental regulatory frameworks, standards and related issues (e.g. EIA, SEA, nature protection, environmental permitting, air, water, waste, climate change),
— assessment of relevant social regulatory frameworks, standards and related issues (human rights, stakeholder engagement, involuntary resettlement, vulnerable groups, labour standards, cultural heritage, occupational and public health, safety and security).
Assistance in Case Handling
The services will be provided mainly but not exclusively in the EIB premises in Luxembourg. In the context of investigations and problem solving, travelling within and outside the EU may be required.
The future service providers will be required to provide technical expertise and specialized assistance in handling cases in the EIB premises in Luxembourg on the basis of specific assignments for which tailor-made terms of reference will be drafted. These assignments may extend to all type of complaints handled by the EIB-Complaints Mechanism.
Assistance in case handling
Within 2 months of the notification to the plaintiff, or, in absence thereof, on the day on which it came to the knowledge.
