      Reasons for the decision to award: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding: - strong proven organizational capacity with the experience of working in Kyrgyzstan, and in the region of CIS in the area of TVET/VSD. - the technical proposal is coherent and convincing with all the necessary elements as it well reflects SDC vision and ideas about the project. - the proposed organizational structure is lean and has relevant organizational structure. PIU is led by experienced TL. - the financial proposal is realistic and coherent with the technical proposal.

      Procedures for appeal:This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.

      The contract is concluded subject to the prior approval of credits by the FDFA.
