         Dans le but d"améliorer la gestion durable de ses ressources forestières, la République du Congo s"est engagée en 2008 dans la négociation d"un Accord de Partenariat Volontaire (APV) pour l’application des règlementations forestières, la gouvernance et les échanges commerciaux (FLEGT en acronyme anglais pour Forest Law Enforcement, Governance and Trade) avec l"Union européenne. L"accord est entré officiellement en vigueur le 1er mars 2013.

         Le système de vérification de la légalité (SVL) de l"APV de la République du Congo est composé de six éléments dont un audit indépendant. Depuis 2015, un Auditeur Indépendant du Système (AIS) est présent en République du Congo dans le but de s"assurer de la performance et de l"efficience du système de vérification de la légalité en cours de mise en œuvre. Le précédent contrat étant arrivé à échéance en 2019, le présent marché vise à mobiliser un nouvel auditeur indépendant.
