Security Services for the Delegation of the European Union to Colombia
The contractor must provide the human and material resources necessary to ensure the security of persons and assets under the contracting authority"s responsibility. The main services to be provided may include, among others, the provision of security guarding services, ‘active’ GPS/GPRS monitoring systems, alarm systems and CCTV systems.

In March 2019, the EU Delegation signed a FWC for the provision of security service. This FWC was terminated in June 2019, before its actual implementation could start. The EU Delegation needed to launch a new procurement procedure. Due to the urgency of the situation the normal time limits of a restricted procedure were impracticable. Based on Article 164.1.b and 26.1(a)(b) of Annex I of the financial regulation, the contracting authority decided to use an accelerated procedure. The new time limits applicable to this tender were:
— the time limit for the receipt of requests to participate shall not be less than 15 days;
— the time limit for the receipt of offers shall not be less than 10 days.
Within 2 months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge. A complaint to the European Ombudsman does not have as an effect either to suspend this period or to open a new period for lodging appeals.
