The Road Accident Fund (RAF) hereby invites an experienced and suitable service provider to develop standard formulae for calculation of loss of earnings, loss of support and general damages for Road Accident Fund claims. Scope of Work: The successful bidder will be responsible for: a) Conducting an in-depth assessment of analysis of existing RAF claim calculation methods and identifying their shortcomings; b) Consultation and collaboration with relevant experts to create standardized formulae for LoE, LoS and GDs; c) Developing a comprehensive proposal for the standardized formulae, including detailed methodologies, variables, and factors to be considered; d) Designing a user-friendly interface or tool for RAF personnel and claimants to input relevant data and obtain accurate claim values; e) Testing the proposed formulae through simulations and pilot studies to ensure accuracy and reliability; f) Providing comprehensive documentation of the developed formulae and its application guidelines; g) Delivering training sessions to RAF staff to ensure effective implementation and usage of the new formulae; h) Ascertain that the output of the formulae could be relied upon in courts; i) Projections to be admissible in court as expert evidence. The bidder may be required to defend the model output in the courts when called upon; j) Ascertain that the standardized formulae are easily updatable to accurately represent the most current experience. Specifications: • The tool should enable Internal Audit to allocate or assign employees to a specific audit as well as the total hours allocated to the project to enable the monitoring of employee time utilization in line with the planned audit hours; • The tool should have audit documentation templates/capabilities that allow for documentation of audit projects from planning, fieldwork through to reporting; • The tool should have audit finding tracking capabilities with notification/reminders that allow both Internal Audit and the business process owners of the finding to track whether the finding raised, and timelines set by management to resolve the findings has been actioned as intended; • The tool should provide for adequate segregation of uses within the system, e.g. work paper preparers, reviewers at various levels (audit supervisor, audit manager etc), administrators etc; • The tool should have the budget and time management resource function that provide for the capturing of time spent on projects as well as time reporting capabilities, Internal Audit should be able to draw reports on time spent on a project by an employee or by the entire team allocated to a specific project; • The tool should have capabilities to allow more than one auditor to work on the same project at the same time; • The tool should allow users to work offline; • The tool should be web based; • The tool should be used by at least 4 organisations within the country of which 50% of these users should be in the Public Sector.
