Technical support during the transition phase of environmental footprint.
The environmental footprint pilot phase closes at the end of 2017 with approval of final product category/organisation sectoral rules (PEFCR/OEFSR). Around 24 documents will be ready for use by interested organisations.
Results of the pilot phase will feed into the consideration of possible policy options. The earliest any conceivable follow-up structure under Commission auspices (if any) is expected is at the end of 2020.
A governance structure is needed for the ‘transition period’ (1.1.2018 to 31.12.2020). The Commission will (i) ensure additional documents are developed in compliance with the most updated EF methods and guidance; (ii) monitor, supervise the correct implementation of rules developed; (iii) continue discussions on developments regarding environmental footprint and significant technical questions related to PEF/OEF implementation methods and existing rules.

Open call for tender — service contract of 36 months with a budget of 535 000 EUR. Any offers received that do not respect this maximum budget will be automatically excluded from the evaluation procedure.

You may submit any observations concerning the award procedure to the contracting authority indicated under heading I.1.
If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal.
Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
