Project Description:
The European Bank for Reconstruction and Development (the "EBRD" or the "Bank") is developing a comprehensive approach to knowledge management to support a step up of policy engagements in countries of operation. The new approach will be based on communities of practice (CoPs), horizontal and flexible networks of experts in a subject matter of material interest to the Bank.

In this context it is proposed to establish a facility to support gathering, curating and distributing knowledge on topics of mutual interest to the Bank and the Republic of Korea (the "Facility" or the "Project"). The scope of the Facility will focus on producing knowledge useful for EBRD"s engagements in selected countries of operation (focusing on early transition countries)), will allow for a more systematic link between the EBRD and the Korean Knowledge Management Programme hence sharing the Korean experience, as well as produce knowledge that could be relevant to the potential transition process in North Korea in the future.

The Facility will be integrated into the Bank"s knowledge management system and will finance a selection of concrete projects focused on selected topics.

Assignment Description:
The Bank now intends to engage an individual expert (the "Consultant") to provide guidance on the work of the CoPs, liaise with relevant institutions in the Republic of Korea regarding the relevance of the subject matter of the proposed projects under the Facility to the potential future application in the Democratic People"s Republic of Korea context, and to maximise the potential for skills transfers, leveraging the expertise of the Korean development institutions (the "Assignment").

The selected Consultant will be based at the EBRD HQ in London.

The expected outcome of the Assignment is that the Bank has adequate and curated content material for its knowledge management system.

Status of Selection Process:
Interested individual experts or firms interested to nominate an expert are hereby invited to submit expressions of interest.

Assignment Start Date and Duration:
The Assignment is expected to start in early March 2017 and has an estimated overall duration of 24 months. Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank, the Assignment may be extended beyond the current scope.

Value Added Tax:
The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source:
It is expected that the Assignment will be funded by EBRD"s Technical Cooperation Donor Funded Programme. Please note selection and contracting will be subject to the availability of funding.

Eligibility:
There are no eligibility restrictions.

Consultant Profile:
Individual services are required. The Consultant shall be an expert (individual expert or an expert nominated by a firm) preferably with preferably the following qualifications, experience and experience:

a) Background in economics, economic policy, development or related field, with preferably at least one postgraduate degree in one of these subjects;
b) Preferably 8 years or more of previous professional experience in policy work;
c) Understanding of the various Korean knowledge organizations and networks;
d) Management experience from complex organisations and/or knowledge management experience would be an advantage;
e) Excellent communication skills, including the ability to effectively liaise with senior stakeholders (both inside and outside of the organisation); and
f) Fluency in written and spoken English. Knowledge of Korean will be an advantage.

Submission Requirements:
In order to determine the capability and experience of experts seeking to be selected for this Assignment, the information submitted should include the following:

1. Cover letter (max. 2 pages) summarising why the expert believes to satisfy the requirements as defined in the above section Consultant Profile;

2. CV (not exceeding 4 pages) which should include full descriptions of responsibilities carried out, not just a job title, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives;

3. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

Expressions of Interest should be submitted in English electronically through e-Selection, to reach the Bank not later than the closing date. The complete expression of interest (including cover letter, CV, declaration and contact sheet etc.) shall be one file (pdf) to be uploaded to eSelection. The EBRD reserves the right to reject applications of experts submitting more than one file. Only if the permissible file size (4 MB) is exceeded, the Consultant may split the expression of interest into further files.

Notes:
1. Consulting firms (proposing individuals) and individuals may apply. Consulting Firms nominating an individual expert shall submit one complete individual application for each expert via eSelection. Single applications for a number of experts containing various CVs may result in rejection of such application and all concerned experts.

2. The shortlist criteria and weightings are:

(a) Background in economics, economic policy, development or related field, with preferably at least one postgraduate degree in one of these subjects 10%

Interviews
Following the evaluation of expressions of interest received, up to the 3 highest-ranked consultants will be invited to attend an interview.

The Bank will consult with the consultant regarding the format (e.g. skype call, meeting, conference call, etc.) and date of the interview at the time of the invitation. Please note that all and any costs incurred by the Consultant in connection with attendance to interviews will not reimbursed by the Bank.

3. The highest-ranked Consultant will be selected from a shortlist and be invited to negotiate the contract, subject to availability of funding.
