Assignment Background and Description: The European Bank for Reconstruction and Development (“EBRD”, the “Bank”) has extended a sovereign guaranteed loan of up to EUR 181 million to Macedonian Public Enterprise for State Roads (“PESR”, the “Client”) for the construction or upgrading of four national road sections a (the “Project”).

The Project will include the following components:

The Client now intends to engage a consulting firm or group of firms (the "Consultant") to facilitate the delivery of the component No.3 (three). The Consultant is required to support implementation of the Digital Archiving System (DAS) and in parallel to provide advice and training in the implementation of the Client’s IT Strategy. In addition, the Consultant will review the technical requirements necessary for the use of the existing national e-Procurement platform and assist PESR in the preparation of an e-Procurement action plan.

The expected outcome of the Assignment is that a PESR data management system is improved and a road map framework modification is developed and endorsed by the user.

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in Q2 2017 and has an estimated overall duration of 24 months.

Maximum Budget available for the Assignment: EUR 350,000.00 (exclusive of VAT).

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed by the EBRD Shareholder Special Fund. Selection and contracting is subject to the availability of funding.

Consultant Profile: Corporate services are required. The Consultant will be a firm or group of firms with significant experience in the design and implementation of core IT systems for road administrations and road agencies. The Consultant’s team will include road sector specialists as well as IT experts with knowledge of local legislation, accessed via in-house experts or subcontracted affiliates, also required.

The Consultant’s team is expected to include the following key experts:

1. Project Manager/IT Specialist
- 10 years or more of experience in similar technical assistance projects
- experience in implementation of DAS and IT strategies
- strong project management skills
- fluent spoken and written English, knowledge of Macedonian will be considered an advantage
2. Road Sector Specialist
- 5 years or more of experience in the road projects in accordance with the rules of local and international financial institutions
- IT skills will be an advantage
- fluent spoken and written English, knowledge of Macedonian will be considered an advantage.
3. Public Procurement Expert with strong local expertise
- 5 years or more of experience in the projects in accordance with the local procurement policies and rules. Experience of working on projects funded by international financial institutions will be considered beneficial
- IT skills will be considered an advantage
- fluent spoken and written English, knowledge of Macedonian will be considered an advantage.

Submission Requirements: In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:

(a) brief overview of the firm/group of firms including company profile, organisation and staffing;
(b) details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;
(c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
(d) Completed Consultant Declaration and Contact Sheet, the template for which is available from the following web-link:

The expression of interest shall not exceed 15 pages (excluding CVs and contact sheet).

The complete expression of interest (including CVs, Consultant Declaration and Contact Sheet) should be submitted, in English as one file attachment, via email (pdf) to the Client’s contact person, to reach the Client not later than the closing date/time. Company brochures and marketing materials are not required.

An electronic copy shall also reach the Bank’s contact person by the same due date. The expression of interest shall be one file (pdf). The Client reserves the right to reject applications of firms submitting more than one file.
